U.S. Joins Climate Pact
BALI, Indonesia The Bush administration has signed an agreement that lays the groundwork for a new global treaty to combat climate change, paving the way for the next U.S. president to take stronger action on the issue. But the initial agreement offers few specifics and doesn't call on nations to make binding cuts in greenhouse gas emissions.
The deal followed days of deadlocked talks at a United Nations conference in Bali, during which the U.S. was repeatedly accused of blocking progress
