FIFA says matches in oxygen-thin conditions are a health hazard and distort fair play. The ban means Bolivia,Peru, Ecuador and Colombia would not be able to host international football matches, including World Cup qualifiers, in some of their largest cities. Morales is leading efforts to have the ban overturned, saying it is "nonsensical" and "discriminatory".
